HePS for Vendors, Contractors and Service Providers
About HePS and its Use
The Hawaii eProcurement System, HePS, is the state's eProcurement system. Executive branch agencies use HePS for goods, services and construction when the small purchase request for quotes (RFQ) method of procurement is utilized and the award is estimated at $15,000 or above. State agencies may also utilize HePS for smaller purchases. State agencies may utilize HePS for larger purchases using the competitive sealed bidding (IFB) method of procurement. For instance, the Department of Education uses HePS for construction solicitations. SPO uses HePS for both IFBs and competitive sealed proposals (RFP). If a state agency does not utilize HePS for an IFB, notice is is placed on the procurement notices for solicitations website.
