Procurement Policy Board

The seven member Procurement Policy Board (PPB) adopts, amends, or repeals, administrative rules to carry out and effectuate the purpose and provisions of Chapter 103D, HRS, governing the procurement, management, control, and disposal of any and all goods, services, construction, and Chapter 103F, HRS, for the purchase of health and human services.Considers and decides on matters of policy, including those referred to it by a chief procurement officer; audits and monitors the implementation of its rules and the requirements of its statutes.

103D-201, 103D-202, and 103F-106, of the Hawaii Revised Statutes, provide for the creation and membership, and the authority and duties of the board.The Procurement Policy Board members are:


GOUVEIA, JAN S.

Jan is the Deputy Comptroller of the Department of Accounting and General Services for the State of Hawaii serving as the Interim Comptroller.  She was previously Deputy Director of Administration at the Department of Transportation.  In both the public and private sector, Jan has a breadth of experience in management, strategic planning, government and labor relations, risk management and legal counseling.

Jan also served as chief legal counsel at the Honolulu Board of Water Supply (BWS), where she oversaw budgeting, capital projects, legislation and government relations, and special projects.  Jan holds both a master’s degree in business administration and a law degree from Gonzaga University; she also received her undergraduate degree from the University of Hawaii at Manoa.




GARVAL, HOWARD S.

Howard has been with Child & Family Service since 2006 and is the President and Chief Executive Officer.    He previously served as President & Chief Executive Officer at the Village for Families & Children in Hartford, Connecticut.  Mr. Garval has 36 years experience in the human services field.  Howard holds a Masters of Social Work and started his post-master’s career at Family Service of Greater Boston in 1975. 

In Hawaii Garval is the Chair of the Board of Directors of PHOCUSED (Protecting Hawaii’s Ohana, Children, Under-Served, Elderly and Disabled) and serves on the Oahu Workforce Investment Board.  He also chairs the advisory board for the Hawaii Family Support Institute.  Nationally, he is on the board of the Executive Leadership Institute Alumni Connections of the Alliance for Children & Families and served as its first chair from 2008-2011.


HIRANO, RONALD N.

Ron is a resident of Pearl City, with his wife Charlene, and is currently working as a Project Manager for the Honolulu Engineer District, US Army Corps of Engineers.  Previously, he served as the Executive Officer, Aloha Tower Development Corporation and  Deputy Director, State of Hawaii Department of Transportation.  Ron also served in various engineering capacities at the Harbors Division, Department of Transportation.

Ron is a graduate of the University of Hawaii, where he received a Bachelor of Science, Civil Engineering.



KING, GREG

Greg is the Central Purchasing Agent for the County of Maui, and he has been in that position since 1995.  Prior to that, he worked as a Purchasing Specialist for the Department of Water Supply from 1992-1995, and was a Buyer for the Houston Lighting & Power Company in Houston, Texas from 1982-1988.   

Greg holds a Bachelors of Business Administration from Kansas State University, and a Master of Business Administration from the University of Houston and previously served on the Procurement Policy Board from 2000-2008.


LANGILLE, DAVID

David has over 20 years of experience working as a facilities manager in hotels, senior living communities, and commercial office complexes. In his current position as the Assistant Director of Engineering Services for Hawaiian Building Maintenance he is in charge of the capital projects for Douglas Emmett L.L.C.'s Hawaii portfolio and provides Chief Engineer services for Bishop Square.


MURDOCK, DOUGLAS G.

Doug is Of Counsel with the law firm of Alston Hunt Floyd & Ing in Honolulu.  He provides advice to government agencies and businesses on government procurement and ethics.  He is also an active member of the Aloha Chapter of the National Contract Management Association.  Previously, he served in the United States Air Force for 25 years, attaining the rank of Colonel.  In his last assignment, he was Chief Counsel to Electronic Systems Command in Boston, Massachusetts, one of the Air Force’s largest acquisition organizations.

Doug holds a Juris Doctorate from the University of Washington, a Masters of Public Administration from the Central Michigan University and a Bachelor of Science in Economics from the Portland State University.  He is admitted to practice law in Hawai’i, Washington State, and before the Supreme Court of the United States.


SUZUKI-KITAGAWA, KATHY

Kathy is the Chief Operating Officer of the Hawaii Primary Care Association (HPCA), which is a private, nonprofit organization, dedicated to fostering primary health care for all Hawaii residents.  The principal members of HPCA are nonprofit, multiservice Community Health Centers and Native Hawaiian Health Care Systems that are founded and governed by the communities they serve.  She has been with HPCA for 12 years. 

Kathy received her Master’s in Business Administration and Master’s in Public Health from the University of Hawaii. Kathy lives on the island of Maui, where she was born and raised.
