Procurement Policy Board
The seven member Procurement Policy Board (PPB) adopts, amends, or repeals, administrative rules to carry out and effectuate the purpose and provisions of Chapter 103D, HRS, governing the procurement, management, control, and disposal of any and all goods, services, construction, and Chapter 103F, HRS, for the purchase of health and human services.Considers and decides on matters of policy, including those referred to it by a chief procurement officer; audits and monitors the implementation of its rules and the requirements of its statutes.
103D-201, 103D-202, and 103F-106, of the Hawaii Revised Statutes, provide for the creation and membership, and the authority and duties of the board.The Procurement Policy Board members are:
BARDUSCH, Darryl Wayne
Darryl is the contract attorney for U.S. Army Garrison Hawaii. For the last 20 years he has provided legal guidance to contracting officers purchasing supplies, services and construction projects for the Army here in Hawaii. He earned an B.A. in Political Science from the University of Illinois, a J.D. from Southern Illinois University and a LL.M. from Washington University in St. Louis.
CHINEN, Leslie S.
Les is Vice President of Corporate Development for The Queen's Health Systems. He first joined Queen's in 1981 as a Reimbursement Analyst and subsequently served as Reimbursement Manager at the Queen's Medical Center. He later became Director of Corporate Development for The Queen's Health Systems. Les earned his Bachelor of Business Administration from the University of Hawaii.
HO, Daryle Ann
Daryle Ann is the President of Pacific Health, Inc. She has 15 years of private and public sector purchasing experience in the health care field. A Registered Nurse (RN) in the State Of Hawaii, Daryle Ann earned her Bachelor of Nursing (BSN) from Hawaii Pacific University and is a Certified Wound Specialist (CWS).
MATSUMOTO, Keith T.
Keith T. Matsumoto is a consultant working with the Hawaii Technology Development Venture (HTDV), a project of the Pacific International Center for High Technology Research (PICHTR). Previously, he was the Acting Chief Capital Projects Officer for the Honolulu Board of Water Supply, City & County of Honolulu, the municipal water utility for the island of Oahu, Hawaii. Prior to his work at the water utility, Mr. Matsumoto served as the Vice President, Chief Operating Officer & Treasurer of the PICHTR. a Hawaii-based not for profit organization with the mission to advance a thriving economically secure, environmentally conscious future for Hawaii and the Asia Pacific region based on technologies, systems and services.
Mr. Matsumoto holds a Masters of Business Administration from the University of Michigan at Ann Arbor and a Bachelor of Science in Engineering from the University of Pennsylvania.
Mr. Matsumoto lives in Honolulu, Hawaii with his two daughters, Keshia and Mikaela. He has coached high school wrestling in Hawaii for the past 25 years and is active with the Hawaii High School Athletic Association.
SAITO, Russ
Russ is the Comptroller and Director of the State’s Department of Accounting and General Services which is responsible for accounting, auditing, archives, automotive management, central services, information and communications services, public works, and surveying along with six attached agencies. He came to the job following a career with Verizon, GTE, and GTE Hawaiian Tel as director and manager of product development, division operations, support services, network planning, network engineering and transmission systems.
Russ has a bachelor’s and a master’s degree in electrical engineering from the University of Hawaii and a master’s degree in business management from Central Michigan University. Russ, as Comptroller has served on the Procurement Policy Board since December 26, 2002.
TORRES, Pamela
Pamela, a Certified Professional Contract Manager (CPCM), is the President and owner of Federal Contract Solutions, LLC, a consulting firm that provides guidance to contractors and the government. She has over 24 years of experience in federal contracting with broad and varied contract experience in areas ranging from simplified acquisition procedures to in-depth experience in the award and administration of complex, multi-million dollar information technology contracts. She held an unlimited contracting officer's warrant, and is Level III certified in contracting - the highest level of certification representing both extensive formal training and experience. Pamela earned her Bachelor's Degree at Chaminade University of Honolulu and is pursuing her Master's Degree.
