Response to Question Raised by Applicants

RFP Title:  Preschool Open Doors (POD) Child Care Services

 

 

 

 

1.  Question:  "RFP page 2-13 IV – A3 states that monies used from the Child Care                       Development Fund (CCDF) for administrative cost cannot exceed 5%.  Please confirm what is the maximum allowable rate."

 

Response:  Personal Responsibility and Work Reconciliation Act of 19996, Public Law No.    104-193, the federal law governing CCDF, provides that not more than 5 percent of the aggregate amount of funds available to the State to carry out all of its functions and duties relating to child care may be expended for administrative costs in each fiscal year.  Please note that the term "administrative costs" does not include the costs of providing direct services.  The specific reference is in 45 CFR 98.52.  The five percent limitation on administrative costs applies to the funds expended, rather than to the total of funds that are available but not granted or used.
